Washington, D.C. is unique in America. It is the nation’s capitol and is not a part of any state. It is located on land on the border between Maryland and Virginia on the Potomac River.
In 1790 the federal government decided to build a new capitol along the Potomac. On December 1, 1800 the capitol was moved from Philadelphia to Washington, D.C. John Adams became the first president to live in the White House.
The city was planned by Maj. Pierre Charles L’Enfant, a French engineer. The work was perfected and then completed by Major Andrew Ellicott and Benjamin Banneker, a free born Afro-American who was an astronomer and mathematician.
In 1814, the British burned the White House during the War of 1812.
Until 1967, the city was administered by three commissioners appointed by the president. On November 3, 1967, a mayor-commissioner and a nine member council were appointed by the president to govern the city. On May 7, 1974 a charter was approved giving Washington its first elected city government in more than a century.
The city has one non voting member in the House of Representatives and an elected Board of Education.
